Our Work

The EU has adopted a number of Directives aimed at controlling pollution from different sources. Some are specific to individual types of plant or activities (e.g. combustion plants, incinerators), while the Integrated Pollution Prevention and Control (IPPC) Directive has established a more comprehensive approach to the environmental management of a wide range of industrial activities. Member States have experienced many challenges in implementing this legislation and revisions to the IPPC Directive are currently taking place. IEEP has been extensively involved in much of the research to influence these developments. We played an important role in the debate that led to the birth of the IPPC Directive and have continued to examine its implementation, support its review and study possible changes to its provisions.

Key work in this area:

Monitoring of Permitting Progress for Existing IPPC Installations This report for DG Environment examines in detail the progress all Member States have made in issuing permits to IPPC installations. It has helped to identify Member States which have exhibited poor performance in implementation and guided the Commission in initiating legal action against them.

Simple is better, effective regulation for a more competitive Europe: The 1996 IPPC Directive This report examines the administrative burdens of IPPC implementation, contributing to the better regulation debate within the Member States and at EU level.

Organisation of an international workshop on industrial regulation in Seville in 2002 for DG Environment. The concepts underlying the IPPC Directive are valuable to countries outside of Europe. This major conference brought together representatives from around the world to discuss pollution control approaches.
